Position Description:

NetSEA Technologies is seeking to fill a Contracts Specialist, Intermediate Level II position to support PEO C3T Tactical Network systems. Clearance Level: US Citizen and with active Secret/Top Secret clearance (preferred)

Location: Aberdeen Proving Grounds, MD

Hours: Normal business hours Monday – Friday

Hybrid Eligible: Yes-as determined by agency policy

Travel: This position involves approximately 25% travel.

Roles/Responsibilities:

As a Contracts Specialist, you will use your expertise to:

- Prepare acquisition documents that reflect technical and operational requirements for Government approval. Documents include: service contract approvals requests (SCAs), PWSs, Statements of Work (SOWs), Statements of Objective (SOOs), labor category descriptions, Justification and Approval Documents (J&As), independent Government cost estimates (IGCEs), and quality assurance surveillance plans (QASPs), acquisition plans (APs), and acquisition strategies (ASs), limited competition memos such as the use of non-DoD contract vehicles, sole source justifications, and QASPs.

- Provide input in the proposal evaluation process, support PEO IEWS in the post-award by preparing monthly status updates and funds expended to-date and variance analyses intended to highlight any significant issues requiring Government action; facilitate the processing of contract invoices through Wide Area Work Flow (WAWF).

- Enter data into the portfolio management database application, review data for accuracy, and provide reports that have been validated and corrected.

You Have:

- Bachelor's Degree; BS in Business, Economics, or related field preferred.

- A minimum of seven (7) years of related experience in developing supporting contract formation specialist functions as well as procurement documentation such as, but not limited to, the following: Service Contract Act Requests, Performance Work Statements, Statements of Work, Statements of Objectives, Labor Category Descriptions, Justification and Approval documents, Quality Assurance Surveillance Plans, Acquisition Plans, and Acquisition Strategies. This minimum experience must be with DoD Program Executive Office (PEO), Project Manager (O6 PM), or Product Manager (O5 PdM) to be considered applicable to this requirement. Four (4) additional years of related experience will substitute for bachelor's degree.

Nice if you have:

- CFCM, CPCM, or CCCM certifications preferred.

- DAWIA or FAC-C Level II or III preferred.
