NetSEA Technologies is currently seeking multiple Budget Analyst to support PEO C3T Tactical Network systems. The ideal candidates will undertake various budgetary tasks, ensuring the effective implementation of the organization's budgetary program, policies, and procedures in alignment with the Tactical Network’s mission of ONE NETWORK. Clearance Level: US Citizen with active Secret clearance preferred

Location: Aberdeen Proving Grounds, MD

Hours: Monday – Friday, normal business hours

Hybrid Eligible: Yes, subject to agency policy

Travel: Up to 25%

Roles/Responsibilities: In the role of Budget Analyst, you will leverage your expertise to:

  • Execute various budgetary functions, including the analysis and formulation of program requirements, budget preparation, monitoring, justification, and defense, as well as tracking acquisition and program milestone schedules.
  • Support a range of budgetary reports, from simple data calls to more intricate work products.
  • Manage budget and funding execution using GFEBS, LMP, and GFEBS systems, collaborating with Program Analysts to ensure budget and funding requirements are balanced.
  • Generate execution documents such as Military Interdepartmental Purchase Requests (MIPRs), Procurement Work Directives (PWDs), and funding reports.
  • Ensure the accuracy of budget data estimates through statistical techniques like extensions, averages, and trend analysis.
  • Monitor and track obligations and expenditures for assigned activity accounts across various budgetary forms, schedules, and reports.
  • Verify that obligations and expenditures adhere to annual work plans and regulatory controls, resolving any discrepancies independently.

Requirements:

  • Bachelor’s Degree; BS in Accounting, Business, Economics, or related field preferred
  • Seven (7) to ten (10) years of relevant experience with GFEBS, including preparation of execution documentation like MIPR, and LMP experience with PWDs, as well as financial reporting on daily status of funds (SOF).
  • Financial management and execution experience with Appropriated funding (e.g., OMA, OPA, RDTE) within DoD Program Executive Office (PEO), Project Manager (O6 PM), or Product Manager (O5 PdM) contexts. Four (4) additional years of experience may substitute for a bachelor's degree.

Preferred Qualifications:

  • Relevant industry certifications such as Project Management Professional (PMP), Certified Government Financial Manager (CGFM), or Certified Defense Financial Manager (CDFM) by the Army Society of Military Comptrollers (ASMC).
  • Familiarity with Army organization structure and Unit Task Organization concepts.
